Implementation of CE-marking

Execution of CE-marking

CE-marking is based on the Annex ZA of a „harmonized european product standard“.

It is a declaration made by the manufacturer, assuring that the product fulfills the requirements of the respective directive/s of the EU. The producer guarantees the values given for the characteristics of the product - based on an initial type-testing.

An important feature of the european standards is the requirement that producers have to implement an in-plant quality management system, the so called „factory production control“ (FPC) and that the respective guidelines (procedures) have to be written down in a quality management handbook.

To accomodate the different relevance regarding safety of construction products, different Systems of Conformity Attestation" were implemented. The required tasks are divided between the manufacturer and - depending on the system - a „notified body“. Which system has to be applied is determined by decisions made by the commission of the EU.

Should the FPC meet all requirements of the respective standard, the manufacturer is allowed to affix the CE-mark. In some systems of conformity attestation a notified body issues a certificate to certify conformity.

The CE-mark contains the manufacturers' information about the product (as well as the number of the certificate if one was issued by a notified body).

Delivery and use of construction products

The respective legal requirements of the state in which a construction product is used or installed have to be met. This could mean, that delivering a construction product is legally possible - as the CE-mark is affixed - but not its use. Claryfing this is within the responsiblity of the buyer.

For Products, for which CE-marking is required, no other national, legally required markings may exist anymore. Additional voluntary marking, e.g. ÖNORM…geprüft, ON-CERT or the CEN/CENELEC-Keymark, is possible, to prove conformity of a product with the complete european standard and other possibly existing national supplementary standards.
